They are 10 frames in a ten frame box... I can't get it any tighter

Push the tightly together.  If that doesn't work, shave 1/16" off each side of the end bars...

Slacker, are those PF 4.9 cell frames?  I get the same thing on my PF frames sometimes and yes I have all mine butted up against each other too.  I see this more often with my larger cell bees than my smaller cell bees.  I do get better success waxing my frames first, but I don’t always do that anymore (lack of time).  All you can do now is scrape, scrape, and scrape.

I did scrape them but then i smeared the honey and wax all aver the frame hopping that would have them build nicer on the frame.... goes I will see

Your problem is as bluebee notes...the plastic doesn't have enough wax on it. Scrape it down again and roll on another coat of melted wax. Just smearing or rubbing wax on it doesn't work well.
