Combining Hives

I have 1 very strong hive that I just collected as a swarm and 1 very weak hive that doesn't seem to be doing much at all.  Should I combine the two or should I let the weaker hive build up slowly over summer?

I combined two swarms...put newspaper with a few slits in it on top of a hive and then placed a super of bees/comb/etc on top and then a lid...inside of a couple fo weeks this was my strongest hive (by far) and needed a 3rd box.

I couldnt tell you if it was the good combo of bees or what, but it worked a treat.
