Combination Screened Bottom Board with Slatted Racks

Is there a completly empty box on the bottom?  I've had them build comb under a standard slatted rack which only has about 1 1/2" on the bottom plus the 3/4" for the botom board.  So that's about 2 1/4" and occasionally they fill that with comb.

The box on the bottom is entirly filled with slats of wood and has #8 wire
closing in the bottom.



The top view shows the solid board that would be underneath the
frames in the very center of the brood chamber ( a draft stop of sorts).



The bees have access to clean and police the space, but I don't think
they have any room for comb building.
