Is that frame from the box shown in the photo?  Where are all the bees?  You need a lot of bees to get a lot of comb built.  As Duck says, they’ll build comb as it’s needed.

adamant, I also have some of the end frames looking like that (in northern NJ) I agree with the others cause I know the flow has slowed to a drip.  Still a little coming in but the 3-4 weeks of no rain and 90 degree heat took out most of the plants that were providing food.   Goldenrod will be next but August will be slow untill that comes.
