What I would like to know is, if I cut a 1/8 slot in my topbars, can I hot glue a 1/8 plywood strip dipped in beeswax into it, and it work for the start of the foundation?

I'd glue it in with some carpenters glue (preferably exterior like Titebond or ProBond). But yes, you can.
