installing empty frames

Hello all
Has been a good years so far in Wisconsin.
I have 2 deeps and 3 honey supers on right now.
The question, I have one super left to put on and I put it on the top of everything. The frames are NOT build out on the foundation.... Could I put it just above the 2 deeps to get it filled out faster or will that disrupt the hive. I feel that when I have it on the top there is not a big urgency to fill out the foundation. any thoughts??

The bees will draw out the foundation according to the honey flow not advailable space, a heavy flow means the bees need somewhere to put the honey so they draw out the foundation. A light flow or no flow will cause the bees to backfill around the brood nest. Stacking an empty box with foundation on top of the other supers is the best.  The bees will use it if needed, placing it under drawn and full supers is possible but will confuse the hive.
