I've found that capped honey is a suggestion to the queen, not a barrier.

How many frames are in this observation hive?

She could be out of room to lay in and is just checking out the other frames.

Just 2 frames and the bottom frame was full as it is almost completely full of capped brood now.  I have since replaced full frame of honey with new frame and foundation. She probably was wandering around looking for empty cells.
