empty hive questions

I have only had bees for 2 years, this spring i ended up with an empty hive,bees have just vanished, the other 2 are fine and must have robbed all the honey because all that is left is the comb.

Do i need to clean off all the comb before i try to start a new hive?

Unless there is a disease issue with that hive the answer is no. You can reuse the comb.
