If i were to re-queen my 2 mn. hyg. hives this season when would be the best time to do it? This spring or summer or fall. got these hives in june last year , they just didn't meet my expections. slow to build up.

The best time to requeen a hive is in fall (august-september). The bees are more susceptible to accept a new queen when they sense that the winter is comming, they need to feel secure in this period. But if you have a beekeeping season ahead I assume you don't want to wait the fall to replace your unproductive queens.

Queens are cheaper to buy after mid July. Price goes down. There is such a demand for spring queens. Some also think you get better quality queens in summer.
