Top feeder is vacant since adding second brood super

Like the topic says - my top feeder is vacant since adding my second brood super. I have an inner cover between the new super and the feeder and I see some bees looking out of the top hole yet I see no bees feeding. Is the inner cover that much of a nuisance for them that they'd just not go up all the way?
There is a good flow on right now so I understand that they'd slow down at the feeder. I wouldn't expect them to totally stop! (There must be some lazy bees that would rather just feed and not go out looking!)
