A general rule of thumb is that you want 1,000 subscribers, several videos with over 1,000 views each, and total upload views of >250,000. On the other hand, I have also heard reports that the only thing YouTube looks at is if your view count this year is higher than your views last year.
The last I knew, YouTube partners were paid something like this:
Youtube partners will make $2.5 to $5 per 1000 video views
Subscribers: A youtube partner will get paid $.05 per subscriber.
Channel views: A youtube partner will make $.01 per channel view.
If you have a really popular video, YouTube will give you a one-time partnership on that video, allowing you to earn revenue from that one video.
I believe Marina Orlova was the first YouTube partner to become a millionaire from YouTube revenues.
