Starting a new queen

In Hawaii we can't buy live or dead bees from the mainland. Now the only place in Hawaii can't sell queens in Hawaii. I need to make a new queen. Should I take 5 frames from the good hive, put them in a Nuc and hope they will make a new queen. I don't want to kill the bad queen from the old hive yet. I have two hives a good and a bad.
