when to add second super problem with second hive

i just looked at the first supper and it is about 75 percent full and caped when is it time for the second super to be put on i am new to the beekeeping hobby and live in northeast fl i have two hives one is about a mile from the outher the second is not doing as well as the first the bees don't seem to be going to the first super on the second hive do i need to feed them still to get them up there as i say this is all new to me and just joined this forum

when 7 or 8 frames in a 10 frame box are full of bees, it's time to add another.

Move the second hive to the same location as the first hive and don't feed.
