Isn't Chicago still in Illinois? I wonder why the redundancy at the bottom of the sign?

The level of disarmament is higher in Chicago than the rest of Illinois.  Perhaps that was their thinking...

Now that I think about it, I grew up in Southern Illinois.  We never considered Chicago to be part of Illinois.  It was an entirely different place...  I think Indiana has the same view.  Chicago is an entirely different place than the rest of Illinois...
