queen cell in new swarm

In one of my new swarm hives they started drawing comb and the first thing they did was to start building a queen cell in the middle of the building area. they ran into a wire and quit, and did not start another one what would this tell me? I have had this swarm for two or three weeks

They are trying to make up their mind whether or not to supercede the queen.  Swarms often do since it's the old queen that leaves with the swarm.  I'd let them sort it out, unless you see some failing in the queen that needs to be rectified.
