I had bees in the city for 26 years. I would tend to agree. It's not that you don't get pesticides in town. My biggest problem with pesticides was when they would fog for mosquitoes at 2:00 pm. Why? I don't know. I never saw a mosquito out that time of day. But other than that the bees in town have always done well even in a drought and usually don't get mass sprayed like the ones in the country. I see crop dusters all the timeout here in the country and have lost many bees to pesticides some years.
