What to do with this nuc?

Peeked in a nuc today. Looks like they swarmed or otherwise lost their queen. They've got two medium frames of sealed brood, four medium frames of stores, two partially-drawn frames, and one sealed queen cell. No open brood.

This close to winter do they have a chance? Or should I cut my losses and combine them with another hive?

I would combine. Not enough bees or stores to make it if the queen does get bred, which may not happen.
