TDA secures exemption to use ApiLife VAR to control varroa m

During my daily news scanning for apinews i found this:


AUSTIN - Agriculture Commissioner Susan Combs announced today that the Texas Department of Agriculture has been granted approval by the U.S. Environmental Protection Agency to issue a Section 18 specific exemption allowing the use of the formulated product ApiLife VAR containing thymol, eucalyptus oil and L-menthol in beehives to control varroa mites (Varroa spp.).

I don't know the laws of the US very well.  Haven't these methods been tried for a while?  Does this just mean it has been legal to sell it as a treatment?

It essentially means that in Texas it has conditional approval and is now legal to buy, sell, and use in that state.
