hello everyone. i am very new to the world of bees. my qustion is i have a coworker who has a squrel box that honey bees moved into and he was content with that they have been their for about a year now, about 2 months ago they started gathering on the outside of the box. He thought they were about to swarm or it was just too hot and they were trying to cool the box. today when he called me over to look at it we noticed that they were building comb on the bottom of the box. what would be the best course of action  and could there be two queens in this situation

I'm guessing they just ran out of room and they thought it was too late to swarm.  I'm guessing there is only one queen.
