Newbie Drone brood frame question

I won a drone brood frame at my bee meeting.  A question came to me on the way home.  Does it take the bees more time to clean out the cells or to build new comb?  It seems like a lot of work to clean all the dead larva, but then again I have never tried to make a hexagon out of wax.  Does anyone just scrape the wax and let the bees build new?

Most people freeze the frames to kill the varroa (and the brood) and let the bees clean them out.

 Can the drone frame be install in to the hive anytime of year or is there a more suitable time to do this . I ask this because I have drones now in the hive  ? So do I install it now :?

sure.  But if they are not drawing comb at the time they will ignore it.

If you have a flow right now at all, they will probably draw it.  If they need drones, they will probably lay it full of drones.  If they don't they will fill it with honey.
