Title: Nuc's installed into TBH.. queen cells?

Installed 2 nucs into my barrel tbh last Monday. Took a look today and one of them, the stronger of the 2 colonies, is drawing out queen cells. 3 of them on the bottom of the frame. Everything I've read says queen cells mid frame = supercede, queen cells bottom frame = swarm. But, I've got empty bars placed between each of the nuc bars and they've started drawing comb on one of them. They've also been drawing lots of cross comb underneath the nuc frames. Lots of eggs being laid in the new comb. Lots of uncapped brood and capped brood.

Is the queen just filling the comb too fast for the colony?
