small cells

hey micheal I have some old frames that I gave to a swarm, and they rejected them as they were originally drawn on some black qlastic foundation that had seperated from the wax, I think it had honey but anyway they build a seperate comb right next to it. It is a small hive and building. Would the comb they built likely be small cell?. if it is I could rubber band it into a frame and later start a small cell nuc with it. I did not see the queen on that one so I surmised she might be between it and the old frame. Would it be good medicine to take the frame out and rip out the old plastic and rubber band it in the frame, or should I leave it since it is weak and let them get on with building up for a while. It doesn't really get cold here till november but I still don,t want to impede their progress too much
