what is the deal with my lame bees?

i checked my only hive today and found that they have only drawn about 4.5 frames, which have brood, pollen and nectar.  but it pretty much looks the same as it did 2 weeks ago. i have had them for about 6 weeks and thought they would have more done by now. should i move some empty frames toward the middle? by the way im in maine and the weather has been bad untill recently but i still have sugar syrup in there, i thought they would just keep drawing comb.

Cool weather slows everything down.  If they are only on 4-5 frames and it's cool, I wouldn't split up the brood nest with foundation.  Give the weather a chance to break and they will probably take off.

newguy -  I am in the same boat here.  It's been too cold for anything, just let the warm weather we are experiencing now take hold and it will get better.  Keep feeding them the sugar syrum until they stop taking it.
