2 late swarms

I just caught two late season swarms....nectar flow going in lower NY.

Should I consider combining the two? If so what is the best time to do it (wait till they build up or do it sooner)? Or better to overwinter as nucs?

If the total is 5 lb. or less, I would combine now.

Newspaper always works.  If you're in a hurry use a queen excluder with both a top and bottom entrance, might loose a few bees but they'll combine.
