Insect on bee plant

This pic was taken in July of this summer past, the picture is not over clear, it is foraging on phacelia tanacetifolia (blue tansy).  I have seen this insect many times, but not able to identify it.  Any insect gurus out there that may be able to identify it.  Good luck, I am rather curious, I am sure it is some kind of beneficial, maybe it pollinates plants that bees do not, I don't know.  Great day.
