do I need to refresh the lemmon grass oil from time to time

You can I use a pill bottle with small holes drilled in the cap and a cotton ball with lemon grass and dead queen juice on the cotton ball last all season long. I rubber band the pill bottle to a empty frame ;)

I use a plastic straw, one of the big'ns like they use at sonic.
I cut them into 2 inch or so pieces.
roll some cotton into it.
Add a few drops of Lemon Grass Essence Oil and staple the straw in the back of the swarm trap.
It's good for around a couple of months or so.

I use small plastic zip seal baggies. I take a Q tip, dipped into the lemon grass oil and put it in the baggie and seal it. When I am ready to use it, I cut off a 1/4" of a corner of the baggie and toss it in the swarm trap near the entrance. It last several months.
Works great.

When you are down at the Dairy Queen, pick up a handfull of soda straws.
Cut each in half and bend one end over and seal it by melting it with a
lighter. Take a Q-tip and dip it in LG oil and push it down into the open
end of the straw. Drop in trap. Lasts 3 months that way.
